I am going to diverge a little.

There has been a rash of privatizing prisons in the last fifteen or twenty years. Since its now for profit, lots of cells were built.

All my lawyer friends will say (if there are no judges present) that the judges will fill all the cells available and more. Increase the number of cells available and the number of inmates will swell.

Capitalism at work.
