Not sure what point you were making in quoting that snippet, but I don't deny it was an economic "stimulus". However one stated goal WAS removing gas guzzling vehicles off the road. Pollution wasn't part of the equation, should it have been sure, but they simply targeted low MPG vehicles... for good or bad.

What were the new gas guzzlers? Since my understanding was that only certain vehicles were eligible for purchase, then again I had no interest in the program so I'm not fully up on its stipulations.
