You can sell any weapon to an individual out of state that has a C&R license, if the weapon is C&R eligible, that means any weapon more than 50 years old, I've done it. Through the regular post office. The law says you must inform the postal clerk of the contents. They have the right to open and inspect.
I was visited by postal inspectors because I failed to properly secure the rifle and the package opened up in transit. I showed them the buyers C&R license and talked with the postal inspector in another state, in front of these guys, where this occurred. Remove the bolt from the rifle and package securely.
