Maybe you could use an inverter to produce AC and use one of those big shop fans that they sell at Home Depot.
Seriously though, I wonder if the PBU is not cranking up the fan speed enough. Sometimes mine doesn't give me the air flow I would like. Usually it is pretty smart though.
Another thought is that if the fan that draws air across the temp sensor is not turning, it may not be getting a correct temp sample causing the fan to run too slow.
These fans are in different locations on the 124 cars, mine is to the right of the glove box liner which I have to remove to see that it is running.
I have thought about testing it by seeing if it will draw cigarette smoke into the temp sampling vent next to the dome light. Problem is that I don't smoke and can't stand to think about cigarette smoke in my car for any reason. (There is no more obnoxious anti-smoker than an ex-smoker.)
