I do think they get mixed messages from everyone. We are not necessarily talking about people who are going to understand the subtlety of getting the job done while not bending the rules too much, especially if they are given intentionally vague directions. It's possible these guys were really off the reservation, or they might just be the dumb schmucks who will take the blame for doing what they were told.
