You can test it in two ways. You can use the STOP lever, and then see if the car starts right up again. Or unplug the vac line to the shut off valve right after you shut the car down. Then try starting again. The valve on the ignition switch is a pain to get to, you'll have to remove the instrument cluster to get to it. It's pretty tight to get to.
