Probably will be all of them.

But does it help if you keep rinsing with water from the same dirty bowl? I think not. This is like Wal*Mart. We grumble that they sell crappy products but we tell them to sell it via our purchases. We need to stop buying what they are selling. At that point, they will either change their business model or go out of business. You can't tell them what you want and then blame them for the product you got. We need to stop asking them for the stars and the moon. We hate Mom & Dad because you ask for stuff and they have to say "no". But Grandpa and Grandma just give freely so we love them. Same as who we vote for. We want them to do all kinds of crap and they gave it to us. Well, that has a price to pay and when that bill comes due, we ask once more for them to take care of it and so on and so forth.

Why do you think I will generally vote for the candidate that promises the least. The less they do, the better I feel. Maybe not today but in the long run. Sure, we need he govt to do certain things but we have expanded their role to the point that we want them to take care of us from cradle to grave.
