Is the "1" position when the steering wheel unlocks? If so, then I might be able to get it out.

I have the replace tumbler. I tried the new key and it's giving me the same results. Key will turn just enough to unlock the steering wheel.

I'm going to try and make one of those "tools" to remove the tumbler using a paper clip and see if it's being turned enough to remove it.
