1979 240D window issues

Hey guys first time posting on this website, i am also over on powerstroke.org to get help when needed for my truck.... anyway i can not roll my windows up or down. I have a haynes tech manual, and have a few questions.

1. Where is the "relay window lift" located on the car.

2. Going by the wiring diagram power goes from there to the fuse box to terminal a and terminal b. Would i get power to those points at all times when the ignition is on or only when the window button is pressed.

3. I plan to put on a small turbo (it will be comming of a 4 cyl diesel tractor) pending some custom intake and exhaust manifold modifications. When i was pulling the intake manifold off i noticed a whole lot of oil in the intake which is coming fron the top of the valve cover. Is there a way to stop this oil pressure from coming out of the valve cover? Other than block the hole up.
