CHECK the plugs and make sure they are non-resistor plugs.
I would just CHANGE the coolant, I wouldn't use anything to CLEAN the inside of the block, just change the coolant.
They are not "due" for caps and rotors, those are replaced based on condition, saying it is "due" makes it sound like there is some arbitrary interval you replace them at.
For the excess wires, right, phone, amps, different radios, radar detector plugs, you can try tracing down the wires, I can't remember if there might be a factory one on there as well, it's possible.
