Maybe it's one of those laws that is only enforced sporadically. I have heard it has something to do with the rules governing liquor distribution within each state. In VA distillers are required to distribute their products through intermediaries rather than directly through retailers, I believe.

I tried once to order Scotch from the Mcallan website, but they said they were not permitted to ship to end users in the US.
