Last time I checked, no-one was giving away guns or ammo either. I just paid $500 for my daughter to take mandatory driver's training classes. There is a cost to making sure the public is reasonably safe. If someone wants to own a weapon, it's not unreasonable to expect them to go through some steps to verify that they are not a safety risk to the public.
