The Washington Times is a bad joke, but I think that Speaker Pelosi was quoted accurately. How someone could achieve the level of political success that she has achieved and still say something that stupid is beyond me. Of course, the same could be said about almost any politician of any party. If they talk long enough, there will be a gaff of some sort.
