As a last resort you can get or borrow a hand grinder and grind the heads off the bolts. Please use a face shield and make sure you are NOT in the "line of fire" should the abrasive wheel come apart -- we had this happen at work this week, and the contractor said it is a fairly common event. Usually doesn't result in injury, but be prepared.
