It's not enough that the lights and radio go on... try giving it a jump start. If it works, there you go, it's the battery. A multimeter would be a good and cheap idea. They go for like $15 and you can test your battery and all of your electrical system. It's better than getting a new starter and then find out yours was perfectly fine...
