There is an entire aerospace industry that relies of a minimum level of government contracting to stay viable. If the US government completely stopped issuing these contracts, those vendors would not be around in the future. It's the same reason that the US continues to build submarines at a very slow pace, even though they don't currently have any real threat. They simply do not want to give up the capability.
