I ran into something like this on a car I sold 16 years ago. The DMV said I could get out of it only if I could provide proof that the car had been destroyed.

Since the car had been used in a film where it was blown to pieces during a stunt I sent them a copy of the film and told them where to watch.

I received a letter a few weeks later saying the matter had been dropped.
