You could have lights etc and still have a bad ground from chassis to engine causing the starter not to function.

It is the 1st & the 4th ....Don't ask why but I just got around to doing this...
and yes the car did start (stalled out bcs not run in a month and it's a diesel that needs acceleration to get warmed up.) but yes this rules out a bad ignition circuit or a bad neutral safety switch.
So I'm assuming now a need a new (reman) starter....
Any suggestions for next move?
