I believe it is pretty well documented on this site that not all MBs came with block heaters. I also believe that all OM603s did come with block heaters. In every block heater thread I've perused in the last 5 years, anyone with an OM603 was able to find a block heater installed once the location was described to them. When purchased new there was a coupon that came with the car to have the cord hooked up to the heater for free for one year.
My car spent its life in Seattle and did not have the cord attached when I bought it. I removed the black cap and installed the cord.
DIY difficulty level 1. One hour tops depending on how many beers you have during the install. Of course YRMV if you are installing it outside in 0 degree temperatures.
