86 2.5 NA - 110k relative decent cond

The car has not given me any issues until today when it would not shut off with the key. This happened after I changed fuel filter and oil. Also I removed the air filter box to check the air filter. I actuated the (antishudder?) throttle looking flap while I was in there, just checking out how the linkage worked.
I replaced a blown fuse in the box in front of the fuse box.
That's all i touched.

Did a couple quick searches but its hard to find pertinent info.
shut off valve tested good with the push-down-lever-cover-nipple-release-lever method.

No vacuum lines visually disconnected or broken, not sure if I looked in all the right places...

any ideas?
