There is no sequence per se. With the head off the engine (not my preferred method) you can turn the cam so that the lobes are pointing down for the tower you are currently tightening. That way spring pressure doesn't work against you. Otherwise it's just a straight forward job. 21NM is ~15ft/lbs so that was a misprint.
