I'm confused. Why can a policeman/woman not arrest someone on private property if they know a crime(s) has been committed? I've seen many people arrested in public parking lots. Driving uninsured/unlicensed, being illegally in the country are both crimes in most states. Maybe unprosecuted crimes, but crimes nonetheless.
