Second item is indeed tire/snow chains. Would have had a heavy cotton web belt extending from one of the ends. This belt would be inserted through a slot in the steel wheel between the hub and rim sections, and tightened to hold in place. Usually four of these chain sets would have been used per wheel. Idea was they were easy, if time consuming, to install in the snow. Used to have some around here somewhere......
