Don't just try to charge the battery and then pull the starter. So far, there's no evidence your starter is bad, only evidence the battery is low. Battery might not take a charge and take a charge but not have enough amperage to energizxe the starter. Given the symptoms you need to charge and load test the battery before reaching any conclusions about your starter.
