I'd rather look at her history. Figure out what really caused the problems. Probably a bunch of things rolled together...some her fault , some not. And then see if we can't do something to improve her lot- which will also save us money. A couple of years in evening classes might really turn things around.
Then try to fix the things that went wrong in her time. Not necessarily just throw money at this or that, but actually fix things. I never cease to be amazed at the kids coming out of elementary school that really can't read, and we expect them to do well in middle and high school. Probably would not hurt to make some schools less of a war zone.
