Run a jumper wire from a 12v source to the blower, this way you are bypassing the system.

Will the squirell cage turn smoothly by hand?

could be the bearings are dragging it down.

When I got the 240d, the blower would not work. It was hard to turn the cage by hand. so just replaced it with a used one from the JY for $30.
