Sounds like a good start. I'd like to point out that on the emissions front, they are basically just trying to allow small volume light vehicle manufacturers to operate in a similar way to heavy truck manufacturers, in which it's the engine that gets certified for emission compliance, not the specific combination of engine and vehicle.
