I think that's because it's only a $20 ticket for the first strike and $50 on subsequent offenses. Not enough to be a deterrent. In Nevada it's going to be $50 the first time, $100 the second, and $250 for third and subsequent.

I agree. I sometimes wonder what people are yapping about that they think is important enough to justify endangering themselves and everyone around them.
