If you stick a longer Fuel Inlet Hose (as a test) into a small separate Container of Diesel Fuel it cannot slosh around and Foam. Yet, you will still have a stationary bubble in your Plastic Primary Filter.
The Bubble in the Primary Plastic Filter must be stationary because no Air is being pulled in from the small Container of Fuel to keep the Bubble filled up and the Bubbles size does not decrease.
So I believe the Air Bubble is indeed trapped inside of the Plastic Primary Filter.
