Wire it up so the engine will not start unless the belt is connected. also maybe install some type of pressure switch in the passenger seat bottom, so if he has a passenger that belt has to also be fastened to start the engine.

On our John Deere Tractor, if the PTO is on, there is a switch in the seat. If the operator gets out of the seat, it turns off the PTO. this is a safety thing.
