If you can find where the vacuum line goes in to the release element, and if you have a hand vacuum pump (mityvac or whatever) you should be able to just apply vacuum and they should drop down i believe. Or if you can easily get to them, if you find out the code for "headrest" on the PSE pump you could apply vacuum there as well?
