You were using the passing lane for its intended purpose and your conduct was correct, except for the brake check. On those rare occasions when I get someone close behind me and no one in front of me, I simply accept that someone is more willing to risk a ticket than I am, and as soon as possible get over to let them by. The up side is that now I have a decoy for the LEO's to get to first so I follow along about a quarter mile behind matching their speed. For those occasions when I have someone on my butt while there are other cars in front of me (happened last week), I generally ignore them.
