The tach definitely won't run w/o power. You could make a jumper and bring power directly to pin 1 and see what you get. Don't do this for long, as running without the OVP is putting your EGR controller at risk. Better yet, get a small battery and run power to the EGR computer from that. If it works, then just track down your power problem, if not, it's most likely the computer itself, but finish the other troubleshooting first to make sure.
