It seems like a pretty ambiguous phrase allowing them to make arbitrary decisions per person. Most likely so they can't be blamed for giving kooks carry permits.
...and it allows them to limit certain folks similar to those on this board who apply for such permits because they "wanna" or because they feel they need to "excersize their raaai-hts."
