Looking @ the lower (in the picture, the other belt) your belts need to be replaced. The other belt looks as if it's missing segments. So if you need new belts, a pair of diagonals or knife is the removal tool.

I realize that you were on a budget from your original posts, so sometimes wedging them 90 degrees (into the "tight spot") and then pulling on the belt, will cause the water pump pulley to rotate enough the pull it free.
