Believe it or not CA is one of the easier states to get this done. There are three requirements

[1] the engine must be from the same model year or later

[2] the engine must be from the same class of vehicle (passenger car, light truck, etc)

[3] all the smog equipment must be present and working

(Of course, if the vehicle is '75 or earlier you can do anything you want)

The process is simply to take the car to a BAR referee and have it inspected and certified. Then go to the DMV and have it re-titled as a diesel.

So on the '95 wagon, a 606 would be a legal swap, and a 603 or 617 would not be. Hope this helps.
