I think the biggest contributor is that fact that everything involved in health care is a business not a non-profit.

So long as profit is the driving source in health care the cost to the consumer will not drop.

Along with that goes a huge conflict of interest. You have Pharm, hospitals trying to make a profit but are supposed to tell you to go home and take an aspirin when all you have is a simple head ache as opposed to running some expensive tests to rack up a huge bill.
