Can I just cut that stuff and leave until the next time I need to get into the dash?
First rule of thumb with old things, including cars: Make whatever "improvements" you do reversible. Then its ok to do whatever you want. In this case, it shouldnt be impossible to remove things without hacking. I wouldnt buy a car that had cut hoses under the hood, btw. You wonder what else is compromised, missing, damaged, or ignored.
