I think you have it correct. Replace the existing metal gasket with a piece of metal cut to the same size but without the middle hole. While you're at it, remove the intake manifold and clean it. With EGR blocked it will stay clean.

You can also buy one of Brian's kits and remove the EGR valve. The kit will depend on what kind of vehicle you have -- car, truck, motorcycle? You should add this information when you post so that we can help you better.
