Since you cannot be sure of what an individual did in your situation keep an open mind. Find the large power feed to the glow plug relay and see if there is voltage present there first. Hard to be sure of what may be burnt out if anything.

He pretty well had to introduce a direct short after the blown fuse and somehow activated the glow circuit. Hard to say what else he may have done.
