I'm not a Calvinist, so no I do not believe that certain tragedies are part of God's plan.
It's kinda hard to find an analogy because... well, God is God and there's nothing like Him. Nor do our thoughts and reasoning match His.
This verse might explain what I'm saying a little bit better.
"And we know that God causes all things to work together for good to those who love God, to those who are called according to His purpose." (Romans 8:28 NASB)
