Legitimate traffic fines are. Tailgating, 80 mph through a school zone, drunken driving. Things like that.
Fines for a speeding ticket where you have a 25 mph sign dropping from 50 mph limit around a sharp bend, and Ossifer Piggie Donut on the other side of the sign using a radar gun as a substitute for his missing ding-dong, not so much.
I've driven through Liberty on the freeway, but don't know the setup of local roads there. Lots of towns in rural NJ and NY are just as bad as the stereotypical speed trap in Mississippi. Who's to say what happened?
But if the judge had actually had some legal training, he'd have known that a mere act of rudeness toward someone isn't aggravated harassment. Might be disorderly conduct at most under NY law. Sadly, town judges in NY state aren't even required to have a law degree.
