Starmark is a warranty that is offered on used MB vehicles which I think are no more than 7 years old. I'm not sure on the age. To qualify for a Starmark warranty, there are a number of items that have to meet specification. You can probably find this list at mbusa.com
When I bought my 400E I had an above average pre purchase inspection (PPI) done at my cost. The inspection was done at a MB dealership. Having prior to that bought a Starmark warranted vehicle, I asked the tech, who was the service dept manager if the car would pass a Starmark inspection. He said most certainly. That, and the details of the inspection made me feel good enough to buy the car.

To the second question, unless you could actually get the Starmark warranty (which I would bet no self respecting dealer would do for anyone but themselves), there may be some value to stating that the car qualified for a Starmark warranty. But I would think that unless the buyer paid for the inspection, they probably wouldn't believe it.....
