I believe by turning the sleeve, this determines how much fuel is being injected at an idle. It also determines positive fuel cutoff. I believe the shims may be used to compensate leakage in the cylinders. One cylinder may fit tighter than others, so you would insert shims to bring them in line with the ones that leak or blowby. This way all the cylinders would have the same flow. Like you mentioned start of fuel delivery would be most critical in the idle position.
It was pretty interesting in that when the engine shuts down, the only thing that changes is the rack position. It basically shuts the fuel off to each injector.
Hey GSXR did you get the post? I was posting on the how to set injection pump timing, but I thought this would be a more appropiate title for those wanting to try this.
