The US would NEVER adhere to such policies because those with interests in Private Prisons will NEVER allow it. They are part of a large group of scumbag lobbyists who pay 100s of millions of dollars annually for the closed-door meetings where bribes take place, money exchanges hands and it is kept out of the public spotlight. Make no mistake about it -- these would be criminal offenses, but with the money they have, they hold enough power to grant themselves immunity to the laws they impose on everyone else.
Portugal used common sense in their approach to decriminilizing and have a far more sensible and responsible government than the US. Funnily enough, the US boasts being 'Land of the Free', 'with liberty and justice for all'... yada yada.. LOL"
