I wonder if your idle set screw is part of the problem.
The idle screw had a spring loaded piece on the bottom of it. When you push the stop lever the spring loaded part is compressed.
On my one 300SD I broke off the idle screw mount on the IP and had to fabricate some things to restore the idle screw mechanism. In that process I had to switch the spring loaded idle screw for a 10mm piece of all thread as I change the height of the idle screw and needed it to go down further to achieve an acceptable idle speed.
In that process the stop function was 'disabled'.
