No, the primer pump is attached to the top of the lift pump. It's what you pump by hand to help remove air from the fuel supply system after changing filters, for example.
The lift pump is underneath the primer pump. It is driven by the engine. It is what the small clear primary filter feeds in to. It's purpose is to draw fuel forward from the tank, through the spin-on filter before the fuel goes to the injection pump. It's a very simple pump.
It's generally rather durable, but there are springs inside that may weaken over time. They can be replaced and the seals refreshed, this is the extent of a rebuild.
