The 3.73 rear will reduce mileage even with overdrive. Most Scouts had 3.08 ish or 3.45.
The Durango looks to weigh 4300 empty, I can't find reliable Scout weights but it will be less with the Dodge conversion.

Not really, the 304 is a lot of iron to get hot and has very high friction due to thick high tension piston rings. The top 2 are 3/32 - 0.094 , oil ring 3/16 - 0.1875 . Where the Dodge motor has thinner low tension 5/64 - 0.078 and 5/32 0.156 .
Couple that with large rotating mass, fuel economy will still be poor even with good fuel control. Also, parts for aftermarket FI can't be gotten at many auto parts stores where the Dodge stuff will.
It has been decades since I've had a scout but I do remember the mileage was poor so I'd expect a Dodge / Scout to get much better, even 17 would be considered good.
