There is a huge population that doesn't have bank accounts, and they're typically the core of Wal-Mart's demographic. One of the wonderful things my late Uncle Ron did was to lobby for regulatory changes so that he could open a credit union to serve these folks- typically low income, often migratory, and sometimes undocumented.
The financial rape of the lower rungs of the economic ladder that goes on via Western Union, payday loan, and check cashing places is absolutely obscene.
