As for the rape thing, I know a few years ago I wouldn't have hesitated to pull over for an unmarked Crown Vic with lights going. It would never have occurred to me it could be someone trying to trick me. But now I would drive to a gas station and pull in, call 911 on speaker while doing it and maybe just go slow in the shoulder while waiting for them to contact the officer. There's no winning. If you stop and ask for ID, if it's a rapist they probably will have a gun and just force you out. I think lots of states have outlawed unmarked cars making traffic stops for this reason.
